CIN and CIR for short-term rentals on Elba: complete guide

What are CIN and CIR?

The CIR (Regional Identification Code) is assigned by the Tuscany Region to every accommodation or tourist rental property. Without it, you cannot publish listings on any booking platform (Airbnb, Booking, VRBO, etc.). The CIN (National Identification Code) was introduced by D.L. 145/2023 and is managed by the Ministry of Tourism through the national database (BDSR). The CIN must be displayed both online and physically outside the property.

How to obtain the CIR

1. Prepare documentation: owner details, cadastral data, floor plans, building compliance certificate, utility certifications, energy performance certificate (APE) 2. Submit the SCIA to the SUAP of the relevant Municipality 3. Wait for assignment (typically 30 days) 4. Include the CIR in all listings

How to obtain the CIN

1. Access the BDSR portal with SPID or CIE 2. Enter property data and existing CIR 3. Receive the automatically generated CIN 4. Display the CIN outside the property and in all listings

Mandatory safety requirements

Working gas and CO detectors, compliant portable fire extinguishers, and visible safety information and escape routes.

Penalties for non-compliance

  • Missing CIR: €500-5,000 fine
  • Missing CIN: €800-8,000 fine
  • CIN not displayed: €500-5,000
  • Listings without codes: platforms can remove listings
